Can anyone help me with understanding this. Thieves are offered the Double attack Skill once Pierce reaches a certain level. Question is if the double attack is bought does the Pierce skill still level?

yes double attack is a passive skill which triggers in combat.  when it triggers it says something like DOUBLE ATTACK!
